Memorandum of Understanding between the Financial Regulatory Authority and the Healthcare Authority to promote insurance and financial inclusion and support investment in the health sector

Dr. Islam Azzam, Chairman of the Financial Regulatory Authority, and Dr. Ahmed El-Sobky, Chairman of the General Authority for Healthcare, witnessed the signing of a memorandum of understanding for joint cooperation between the two parties. This agreement aims to support the state's efforts to enhance insurance and financial inclusion, develop the healthcare system, and achieve integration between non-banking financial activities and the medical sector, in line with the objectives of Egypt's Vision 2030.
The memorandum was signed on the sidelines of the Africa Health ExCon 2026 conference and exhibition. Its purpose is to strengthen institutional cooperation and coordination between the two parties in regulatory and technical areas of mutual interest, support efforts to implement the comprehensive health insurance system, develop financing mechanisms and related financial sustainability, and exchange relevant expertise, information, studies, and statistics. This will contribute to improving the health and financial services provided to citizens.
Dr. Islam Azzam stressed that the Financial Regulatory Authority pays great attention to developing the medical insurance and healthcare sector as one of the promising strategic sectors, noting that the Authority continues to develop the legislative and regulatory frameworks in a way that supports the growth of the insurance sector and stimulates the flow of investments.
He added that the memorandum of understanding represents a significant step towards enhancing integration between medical and economic activities, a priority in implementing the Unified Insurance Law No. (155) of 2024. This is reflected in the regulatory decisions issued by the Authority to encourage opportunities for the sector's expansion and growth, including the establishment of a regulatory framework for Third-Party Administrator (TPA) activities for the first time and their integration within the non-banking financial services system. He explained that innovative products and services in non-banking financial activities open up broad horizons for consolidating the sustainability of the medical sector and increasing its attractiveness to local and foreign investment, which positively impacts the quality of healthcare services provided to citizens.
Areas of cooperation include studying and developing mechanisms for supplementary health insurance, supporting sustainable financing models for healthcare services, promoting the use of financial and insurance technology in developing healthcare services, and studying artificial intelligence applications and data analysis to contribute to increased operational efficiency and improved beneficiary experience.
It also includes studying and developing financial and insurance products and services related to healthcare, supporting financial and insurance inclusion for beneficiaries of healthcare services, preparing joint studies and research, and exchanging relevant indicators and statistics, in accordance with applicable legislation and data confidentiality

The Financial Regulatory Authority participated in an extensive discussion session that addressed investment opportunities in the healthcare sector, ways to build a health system that attracts investments, the role of comprehensive health insurance in stimulating private sector participation, financing the new generation of health infrastructure, and maximizing the economic and social impact of investments in the sector.

Representing the Authority was Dr. Tarek Seif, Executive Director of the Financial Services Institute, the Authority's training arm. He discussed the legislative and regulatory framework for various medical insurance activities in light of the Unified Insurance Law and the regulatory decisions issued by the Authority. He also addressed how to capitalize on opportunities to keep pace with global developments since the issuance of the Non-Banking Financial Technology Law No. (5) of 2022, through the innovation of service solutions and new institutional models that enhance the efficiency of healthcare and ensure meeting market needs. Participants in the session included Dr. Amir El-Telwany, Executive Director of the General Authority for Healthcare; Dr. Ahmed Sobhy, Deputy Managing Director for Investment and Financial Affairs at e-Finance for Financial and Digital Investments; and Dr. Ayodeji Ajiboi, a health economist at the World Bank Group. The discussion was moderated by Dr. Mohamed Badr, Head of the Central Administration for the Office of the Executive Director of the Healthcare Authority.
